BC small-scale multi-unit housing (SSMUH) rules for multiplexes
BC's small-scale multi-unit housing (SSMUH) rules came in with Bill 44 in 2023. In single-family and duplex zones, local governments must allow at least 3 units on lots of 280 m2 or less and at least 4 units on larger lots. This applies inside an urban containment boundary set by a regional growth strategy, or in municipalities over 5,000 people (inside an OCP urban containment boundary, or anywhere if they have none). Some exemptions apply.
Lots over 280 m2 near a frequent bus stop must allow 6 units. Frequent means a bus at least every 15 minutes on average, 7 a.m. to 7 p.m. on weekdays and 10 a.m. to 6 p.m. on weekends. Cities had to update their bylaws by June 30, 2024, unless they got an extension.
Bill 25 (2025) closed gaps: a zone with any lot restricted to a duplex or single detached home counts as restricted, and so do lots that allow a house with a suite and a detached accessory unit. Cities must comply by June 30, 2026, unless they applied for an extension.
Zoning is only half the cost question. Each new unit still pays DCCs, regional DCCs where they apply, school site charges and any ACC. Several cities have since added a separate multiplex or SSMUH DCC rate, for example Abbotsford, Coquitlam, Mission.
Metro Vancouver's draft 2028 to 2030 program would charge multiplexes of 3 or more units at the apartment rate, which is lower per unit than the lot rate. It is not adopted.
